CERTIFICATES Lithuanian Yachting Union is the only organization authorized to determine the Rules of the certification of leisure sailing boats operators and issue qualification certificates in the Republic of Lithuania. These powers were granted to the Lithuanian Yachting Union by the Parliament of the Republic of Lithuania.
On the basis of Article 19(4) of the Law on Inland Waterways Code of the Republic of Lithuania and the Resolution No. 40 of the Law of the Inland Transport Committee of the United Nations Economic Commission for Europe (October 16, 1998), the Lithuanian Yachting Union approved the Rules for the certification of sailing yachts operators (last version came into force 01/01/2018).
The Rules for the certification, as required by law, are in accordance with the Ministry of Transport and Communications of the Republic of Lithuania and the Lithuanian Transport Safety Administration.
The Lithuanian Yachting Union, on the basis of the parliamentary powers granted to it, is authorized to appoint the examiners, organize qualification examinations and issue the following qualification documents for sailing yacht operators:
1.CERTIFICATE OF COMPETENCE FOR OPERATORS OF SAILING CRAFT has four qualification degrees: a) Inland water Skipper - internationally valid Sailing Certificate, pleasure craft size – up to 24 meters of LOA, sailing area – inland waters till base line of territorial sea, operation time – day and night. b) Coastal Skipper - internationally valid Sailing Certificate, pleasure craft size – up to 24 meters of LOA, sailing area – inland waters and territorial sea 12 miles offshore from base line, operational time - day and night. c) Yachtmaster Offshore - internationally valid Sailing Certificate, pleasure craft size - up to 24 meters of LOA, sailing area – inland waters and up to 200 nautical miles offshore from base line or shelter harbor, operation time – day and night. d) Yachtmaster Ocean - internationally valid Sailing Certificate, pleasure craft size - up to 24 meters of LOA, sailing area – all waters of the World, operation time – day and night.
2. INTERNATIONAL CERTIFICATE FOR OPERATORS OF SAILING CRAFT, issued in accordance with requirements of Resolution Nr.40, issued by Transport Committee of Economic Commission of Europe- https://www.unece.org/trans/main/sc3/icc_resolution_40.html
3. CERTIFICATE FOR RADIO OPERATORS OF SAILING CRAFT.
Validation of Qualification documents, issued by Lithuanian Yachting Union before 01/01/2018, is terminated from 01/01/2020.
